Microsoft turns on usage-based billing for Copilot Credits in CSP starting November 2, 2026
Starting November 2, 2026, all new Microsoft 365 Copilot Business licenses purchased through CSP will automatically get a configured usage-based billing model — payment for actual consumption of extended AI services: Copilot Cowork, Work IQ APIs, and agent scenarios. Core Copilot capabilities stay part of the regular per-user license and don't change in price.
Two billing components instead of one
Until now, the cost of Microsoft 365 Copilot Business for a customer came down to essentially one number — a fixed per-user monthly fee. Starting in November 2026, the picture consists of two elements.
- Microsoft 365 Copilot Business license — a fixed per-user fee. It gives you Copilot Chat, Copilot in Word, Excel, PowerPoint, Outlook, and Teams, built-in Researcher, Analyst, and Facilitator agents, and access to company data in Microsoft 365. Everyday use by an employee requires no extra payment.
- Copilot Credits — payment for actual consumption of extended AI services where AI performs autonomous or complex work: Cowork, Work IQ APIs, Copilot Studio Agents, GitHub Copilot Harness, AI solutions on Copilot Managed Runtime.
In other words: the base license is your entry ticket and everyday work tool. Credits are a meter that only starts running once an organization deliberately moves from "AI answers a question inside a document" to "AI independently carries out multi-step work or reaches into company data through an API."

Having a license doesn't mean you're already spending
An important clarification from Microsoft's prerequisites
For most of these scenarios, Microsoft's documentation explicitly lists a prerequisite: "Copilot Credits usage-based billing enabled." For Cowork, Cowork itself also needs to be enabled in the organization's Copilot environment. In other words, simply holding a Copilot license doesn't equal automatic use of paid agentic services — the extended scenarios need to be separately configured and turned on.

Separate these two cost lines internally
Make clear to finance and IT: the base Copilot license isn't getting more expensive, and Copilot Credits are a separate, optional cost line that only appears when extended AI scenarios are actually used.
